REPORT OF THE FINANCE COMMITTEE. The Colonial Secretary laid on the table the Reports of the Finance Committee (Nos. 13 and 14), dated the 22nd October and 4th December, 1925, and moved their adoption.

RESOLUTIONS. The Colonial Secretary addresserl the Council and moved the follow- ing Resolutions:-

1. Resolved that whereas the War Office has presented to the Government of Hongkong, for purposes of the University of Ilongkong, the sites of Fly Point and Elliott Batteries, this Council hereby records its deep appreciation of this generous gift.

2. Resolved that the following rule be inserted in the Standing Rules and Orders of the Legisla.

16a. The Governor may at any time refer direct to the Finance Committee any proposal concerning additional expenditure not already provided for in the

annual estimates.

The Attorney General seconded.

TRIBUTE TO MR. ARTHUR GEORGE MURCHISON FLETCHER ON THE OCCASION OF HIS PROMOTION. His Excellency the Governor addressed the Council in connection with the promotion of Mr. FLETCHER.

Sir HENRY POLLOCK, Mr. CHOW SHOU-SON and Mr. HOLYOAK also addressed the Council.

Mr. FLETCHER replied.

His Excellency the Governor thanked the Members of the Council for the assistance they had given throughout the year and wished them a happy and prosperous new year.

ADJOURNMENT.The Council then adjourned sine die.
